The Political Bureau of the CPC, or CCP, is the leading body of the Chinese Communist Party. It makes all decisions regarding policy, defense, and political structure in China. It has 24 members who each oversee China as a whole in their respective mandates. Delegates will get the opportunity to explore topics in the unique circumstances of Chinese governmental and infrastructural systems. As a historical committee, delegates will navigate pivotal moments in Chinese history and helm the course of China.

As a Regional Body, H-CCP is best suited for intermediate and experienced delegates interested in fast-paced debate and cooperation between global superpowers. H-CCP is a hybrid committee, offering one topic in Regular Rules of Procedure and one topic in Crisis Rules of Procedure. Position papers are mandatory for this committee.

Questions, inquiries, and position papers for this committee can be emailed to h-ccp@cahsmun.org.

Kevin Zhou | Director

A staggering senior contained amongst the halls of Port Moody Secondary School, Kevin is beyond shocked and appalled to serve as the Director of the Historical Politburo of the Communist Party of China at CAHSMUN. Finding his passion for Model UN in Grade 8, Kevin has grown to become a tormentor of dais teams (and secretariat teams!). Within the walls of the Sheraton Wall Centre, Kevin can be found jaywalking to talk to police officers, preventing delegates from using British taxpayers’ money on building a Death Star, and running up dozens of flights of stairs to avoid the queue at the elevators. Outside of Model UN Kevin can be found being kicked out of all-you-can-eat restaurants for eating too much and procrastinating his Extended Essay. Kevin looks forward to a weekend of fruitful debate at CAHSMUN!

Jerry Chen | Chair

A senior attending St. George’s School, Jerry is honoured to serve as the chair of the Historical Political Bureau of the Central Committee of the Communist Party of China at CAHSMUN 2026. Since first embarking on his MUN journey four years ago at a conference where he did not give a single speech, Jerry has moved halfway across the world and spoken at least once in a committee session. He has always remained dedicated to the relentless diplomacy, vibrant debate, and increasingly questionable sleep schedule accompanying this non-spectator sport. When not desperately scribbling illegible notes during a conference, Jerry can be found sabotaging his teammates in various quiz competitions, relentlessly shilling the New Yorker to his friends, and struggling to read and write. He hopes that all delegates will enjoy this weekend of declamation, gesticulation, and subversion.

Annie Zhao | Chair

Settling into her final year of high school Model UN, Annie is delighted to embrace her first staffing experience serving as a Chair for CAHSMUN’s H-CCP. Now a Senior at Crofton House School, she is grateful to carry a dynamic murmuration of memories fostered by this community. Occasionally, Annie collects words, songs, accents, and trinkets she pretends she will someday use; mostly, however, she dwells in self-cultivated digital habitats—seeking refuge from her self-imposed qualms, to little avail. To delegates, Annie humbly imparts her ultimate advice: connect like a street hex, scout like a Pikmin, and, most importantly, play as a non-spectator.
